Mr. Benepe admitted that he allowed his own children, now 17 and 21, to go barefoot outdoors, “and they managed to survive.”He even confessed to having done it himself on many a beautiful summer day. Mr. Benepe said that doctors, knowing the worst that can happen, “are going to be cautious; that’s the nature of doctors.”As sun blankets the city, many people hardly think twice before shedding their inhibitions — and their shoes.Neither New York’s health department nor the parks department has any rules against going barefoot on the city’s streets or in its parks, officials said.
